March 2, 1998. Jack Kemp speaks at the National Association of Counties' 1998 Legislative Conference luncheon. The "former next vice president of the United States" touched on familiar themes of taxes and growth, arguing that current tax rates and the tax code are impeding people's "climb up that ladder." Kemp recalled discussing the capital gains tax at a recent event with House Minority Leader Dick Gephardt. Gephardt had said, "You represent the investor. I'm representing the worker." "These are the same people but at different stages of their lives," Kemp emphatically declared. "Wall Street is Main Street; Main Street is Wall Street," he said.
