Following Senate Majority Leader Trent Lott's speech, House Speaker Newt Gingrich delivered a wide-ranging speech covering domestic and foreign topics.  Gingrich vowed to "give the surplus back to the taxpayer as a tax cut."  "We are going to save Social Security and cut taxes," he said.  Discussing the Clinton scandal, Gingrich declared, "We in the House will do our duty."  He urged the audience to "say a little prayer and maybe write a postcard to [Judiciary Committee Chairman] Henry Hyde."  On foreign policy, Gingrich cited examples where the IMF "has failed systematically."  "We're not turning $18 billion over to a French socialist to throw away," he said.
